Payroll & Benefits Manager 

Manassas Park is an independent jurisdiction in Northern Virginia, approximately 30 miles southwest of Washington, DC. The city borders Prince William County and the City of Manassas. The City of Manassas Park is accepting applications for the position of Payroll & Benefits Manager in the Department of Human Resources. Under the direction of the Human Resources Manager, the Payroll & Benefits Manager will administer the payroll and benefits for the entire City. The position is responsible for completion of all tasks necessary to accomplish the city’s payroll and benefits objectives. This position requires an extremely detail-oriented person with significant knowledge of payroll and benefits administration, including state and federal regulations.


All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service related focus of the city.


Specific Duties and Responsibilities

Payroll Administration 

·  Process the bi-weekly payroll and benefit deductions for all employees.

·  Audit time and attendance system for integrity of data.

·  Process all personnel status action forms including new hires, cost of living adjustments, pay increases, reclassifications, promotions, terminations, etc.

·  Process wage garnishments, child support orders, various employee deductions, and employee banking information.

·  Prepare, document and file quarterly and annual tax related filings including State Unemployment Tax Act (SUTA), W-2’s and any other Federal and State reporting as required.

·  Research and resolve any payroll related issues each pay period.

·  Complete verifications of employment.

·  Oversee the maintenance of employee personnel records and other employee files to comply with all Federal, State and local laws. 

·  Perform other related duties as required and assigned by the Human Resources Manager. 


Benefit Administration


·  Manage the administration of the benefit and welfare plans such as health, dental, vision, retirement, etc., including processing enrollments, terminations, changes in status, and processing invoices for the payment of all employee benefit deductions.

·  Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.

·  Serve as the Administrator for the Family and Medical leave (FMLA) including medical certifications/re-certifications.

·  Serve as the COBRA Administrator providing employees with information to temporarily extend their health benefits as required. 

·  Ensure compliance with Affordable Care Act (ACA) health insurance regulations.

·  Serve as the Administrator for all Virginia Retirements System (VRS) plans including Hybrid Short and Long Term Disability program.

·  Conduct annual benefit open enrollment including providing materials from vendors, communicating changes to employees, answering general questions, and processing all benefit changes.

·  Coordinate employee Benefits Fair.

·  Manage the Virginia Risk Sharing Association (VRSA) Worker’s Compensation Program.

·  Maintain the employee portal and provide assistance to users as needed. 

·  Perform other related duties as required and assigned by the Human Resources Manager.

·  Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

·  Collects, classifies, and formats data or information.

·  Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

·  Requires responsibility and opportunity for achieving considerable economies and preventing considerable losses through handling large amounts of money.

·  Uses basic algebra calculating variables and formulas; computes hours worked, etc.

·  Reads technical instructions, charts, and/or procedures manuals; composes routine reports and completes job forms; speaks compound sentences using standard grammar.

·  Performs semi-routine work involving set procedures and rules, but with frequent problems; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.

·  The impact of errors is serious – affects most in the organization.

·  Handles machines, tools, equipment, or work aids involving moderate latitude for judgment regarding attainment of standard or in selecting appropriate items, such as computers, copiers, facsimile machines, and word processing, spreadsheet, database, and custom accounting software.


Minimum Education and Training 

·  Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in Accounting, bookkeeping, Business Administration or closely related area; or any equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. 

·   Requires two years of related experience.

Authorized hiring range: $53,914.00 - $86,262.00
