Responsibilities of the position include, but are not limited to, assisting the Director under his guidance with the day-to-day operations of the department and the implementation of established plans, policies, goals and objectives pertaining to department operations. In addition, the position is also responsible for administrative tasks, coordination with other departments, and customer service.

All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service related focus of the City.

Specific Duties and Responsibilities

Administration & Operations

· Provides administrative and operational support to the Director by:

o Providing first drafts of a variety of documents including the Capital Improvement Program (CIP) for the City, project specifications, reports, and Governing Body agendas.

o Assisting with departmental purchasing activities, working with the Operations Manager and Department Director to ensure compliance with requirements from the City’s Finance Department.

o Tracking budgets, deliverables and schedule on consulting services task orders.

o Preparing financial information on project funding formulas, grants, etc.

o Assisting with preparation of annual operating budget and Capital Improvement Program (CIP) for the Department of Public Works and Community Development and supporting the Director with Budget Monitoring.

o Develops Requests for Proposals, Invitations for Bid, and contract specifications for design and construction services and provides administration for all services-related contracts.

· Takes the lead with Project Management for Departmental Capital Projects including budgeting and scheduling.

· Takes the lead with coordinating Departmental Accounts Receivables with the City’s Finance Department.

· Oversees administrative matters such as managing contracts, conducting special studies, managing correspondence and records, preparing routine or special reports, press releases and media relations, and other administrative duties.

· Administrative lead for the City’s Storm Water program, serving as the main point of contact to the Department of Environmental Quality for the City as it relates to Storm Water issues, and preparing all needed reports/documents required by regulations.

Research & Analysis Support

· Maintains and improves professional knowledge, skills, and development by attending seminars and training programs, reading trade/professional journals and publications. Maintains current comprehensive knowledge of departmental policies and operating procedures.

· Performs research and analysis for presentations on special projects and community/planning initiatives and issues. Refers to community data, demographic data, industry data, policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.

· Supports sections of the department with data tracking for operations (i.e. performance outputs), inspections and enforcement activity tracking, tracking receivables for violations, and more.

Interaction with Public

· Responds to citizen inquiries/complaints; answers questions and provides information; recommends corrective action and ensures proper follow-up; coordinates responses via interaction with responsible entity within the Department.

· Interacts and communicates with various groups and individuals such as City Manager, Governing Body, Department Directors, staff, and the general public to respond to their inquiries and request for services for the Department.

· As directed by the Director, represents the City on regional and local boards or committees and at meetings concerning Public Works or Community Development related issues; makes presentations to elected or appointed officials, Department Heads and staff, and other public or private agencies or groups on significant public works issues or programs.

· May be deemed essential at any time.

· Performs other duties as assigned or required.

Knowledge, Skills and Abilities Required

· Thorough knowledge of the goals, principles, practices, and procedures of Public Works operations, including: operational knowledge of streets, water, sanitary sewer, storm water, fleet operations, facilities and public grounds maintenance.

· Understands principles and practices of city design and neighborhood revitalization, program development, and budget preparation.

· Ability to read and interpret drawings, site plans, and detailed construction specifications. Ability to review similar documents for conformance with applicable City standards and sound engineering practice.

· Basic knowledge of Local, State and Federal laws dealing with issues such as road construction, water, sanitary sewer, storm water, and solid waste.

· Strong analytical skills; ability to analyze programs, policies, and operational needs.

· Excellent computer and document production skills.

· Ability to work independently and to accomplish tasks and assignments.

· Ability to effectively communicate ideas clearly, both verbally and in writing. Ability to communicate verbally in a public-speaking environment.

· Ability to establish and maintain effective working relationships with employees, other agencies/departments, and the general public.

· Ability to use mathematical concepts: applications of fractions, percentages, ratios, statistics, mean averages.

· Ability to utilize a desktop/laptop computer, knowledge of MS Office applications, database software aptitude, ability to operate a motor vehicle, phone, fax, copy machine, plotter and industrial scanner.

Minimum Education and Training

· Any combination of education and experience equivalent to graduation from an accredited college with major course work in Business Administration, Public Administration, Public Policy, Environmental Science, Civil Engineering or related field or a minimum of five (5) years of progressively responsible experience in Public Works administration and operations.

· Driver’s License.

· 5-7 years of related experience preferred.

· Certifications in zoning, planning, and/or building code enforcement preferred.

Authorized hiring range: $55,000.00 - $80,000.00
