May 2006 Lieutenant Rupert Prinz, Sergeant Jeffrey Shubert, Officer Shawn Lindsay and Emergency Communications Specialist Cheryl Childress
The May 2006 Outstanding Achievement Award recipients are Lieutenant Rupert P. Prinz, Sergeant Jeffrey K. Shubert, Officer Shawn D. Lindsay, and Emergency Communication Specialist Cheryl Y. Childress for their dedication and outstanding performance.
In the early hours of May 12, 2006, Sergeant Shubert initiated a traffic stop on a vehicle, at the intersection of Manassas and Denver Drives, for honking its horn in the middle of the road and defective equipment.
During the traffic stop, Sergeant Shubert performed a driver’s license and wanted check on each of the three occupants of the vehicle. One of the subjects, detained by Sergeant Shubert, returned wanted. While Dispatcher Childress investigated the matter further, Officer Lindsay transported him to the Manassas Park Police Department for proper identification. Upon arrival, the subject was confirmed wanted on three felony charges.
As the suspect was removed from the patrol vehicle, he fled on foot on Manassas Drive toward Colfax Drive. After a short foot pursuit, the suspect was subdued, apprehended, and taken into custody.
Lieutenant Prinz, Sergeant Shubert, Officer Lindsay, and Emergency Communication Specialist Childress were presented with the Outstanding Achievement Award for May 2006 for their keen observation, diligent investigation, and ultimate pursuit and apprehension of this dangerous, wanted felon.
April 2006 Officer William T. Johnson
Officer William T. Johnson received the April 2006 Outstanding Achievement Award for his dedication and outstanding performance on April 12, 2006.
Officer Johnson was on routine patrol, in the area of Manassas and Andrew Drives, when he observed an older model Cadillac being operated with defective equipment. Additionally, Officer Johnson recognized the driver, knew his privilege to operate a motor vehicle in the Commonwealth of Virginia had been suspended, and conducted a traffic stop on the vehicle.
A subsequent search of the vehicle resulted in the recovery of a loaded .45 caliber handgun from underneath the driver’s seat. The weapon had been reported stolen from Stafford County, as a result of a home-invasion. The driver was arrested and charged with carrying a concealed weapon and being in possession of a stolen firearm.
Officer Johnson was presented with the Outstanding Achievement Award for his keen observation and diligent investigation that resulted in two firearms charges.
March 2006 Investigator H.M. Perry
The March 2006 Outstanding Achievement Award has been awarded to Investigator Howard M. Perry for his dedication and long-term commitment to, and outstanding performance on, the Internet Crimes Against Children (ICAC) Task Force established by the Virginia State Police.
Investigator Perry began working on the Task Force in October 2005, whose objective is to prevent the targeting and exploitation of children on the Internet, as well as to detect, apprehend, and prosecute offenders who engage and involve children in sexually explicit “chat room” discussions. During the course of several investigations Investigator Perry made arrests in seven cases and is currently working many more active cases.
Investigator Perry was presented with the Outstanding Achievement Award for March 2006 for the manner in which he conducted these investigations, pursuing these cases to their successful conclusions and simultaneously providing the highest level of protection to all citizens, particularly children.
FEBRUARY 2006 Lieutenant Kevin W. Hampton
The February 2006 Outstanding Achievement Award has been awarded to Lieutenant Kevin W. Hampton for his dedication to and outstanding performance on several construction fraud cases involving multiple victims.
Lieutenant Hampton initiated an investigation into an allegation of construction fraud in August 2005. During the course of his investigation Sergeant Hampton discovered that the suspect had defrauded a victim by beginning work on the victim’s residence to build a $20,000 addition, but the work was not completed by contractual standards, and the house was left uninhabitable. Further investigation into the suspect revealed other victims in other cases who had been similarly defrauded of thousands of dollars for unfinished construction work. The investigation has resulted in at least three felony and one misdemeanor warrants having been issued against the suspect.
Lieutenant Hampton was present with the Outstanding Achievement Award for February 2006 for the manner in which he conducted these investigations, pursuing these cases above and beyond the call of duty to ensure that no individual that had been victimized by this suspect has gone unnoticed.
DECEMBER 2005 Officer Donald E. Wheeler, Jr.
On December 8, 2005, Officer Wheeler acted on a lookout given by Prince William County Police Department in reference to an attempted burglary of a business near Maplewood Drive. Officer Wheeler stopped a sport utility vehicle matching the suspect vehicle’s description, identified its occupants, located two sets of bolt cutters in plain view, and summoned Prince William County Police Department for further investigation.
The subsequent investigation of the suspects and vehicle resulted in a positive identification and Prince William County Police Department taking them into custody for the attempted burglary.
Officer Wheeler was presented with the Outstanding Achievement Award for December 2005 for pursuing the lookout request, observing, and detaining the suspects in this case which led to the arrest of two burglars.
NOVEMBER 2005 Officer Anthony J. DeFelice
On November 22, 2005, Officer DeFelice responded to the residence of a mentally unstable and potentially suicidal person. The despondent man refused to make telephone contact with police officers or to speak to anyone. Officer DeFelice was finally able to establish telephone contact with the man and build a rapport with him. Officer DeFelice’s efforts were rewarded when the man voluntarily committed himself for mental health treatment at Prince William Hospital. Officer DeFelice remained with him at the hospital for many hours, thereby ensuring a safe and successful conclusion to the incident.
Officer DeFelice was presented with the Outstanding Achievement Award for November 2005 for pursuing this case to its successful conclusion and defusing a volatile situation that could have potentially resulted in harm to the suicidal person.
October 2005 Officer James R. Roberts
On October 16, 2005, Officer Roberts acted on a lookout given by Prince William County Police Department in reference to a felony hit and run accident. Officer Roberts observed an SUV matching the suspect vehicle’s description, initiated a traffic stop, identified the occupants, and detained the vehicle. Prince William County police officers arrived and determined the vehicle was, in fact, involved in the felony hit and run accident. Officer Roberts’s traffic stop enabled the investigating officers to recover physical evidence from the vehicle, make an arrest of the individual operating the vehicle, and bring closure to the severely injured victim in this case.
The Outstanding Achievement Award for October 2005 was given to Officer Roberts for the manner in which he acted on a lookout which ultimately lead to the arrest of a dangerous felon.
SEPTEMBER 2005

On September 8, 2005, ECS Rorrer received a 911 call for an armed robbery in progress at 327 Manassas Drive (7-Eleven). She immediately alerted the units on duty and provided precise descriptions, last known direction of travel, and other pertinent information regarding the suspect to assist the responding units. Officers’ Brann, Quesenberry and Roberts pursued the suspect on foot and established a perimeter to contain him. Sergeant Prinz responded to the scene to assist as did neighbors, in the area, who notified the pursuing officers of the perpetrator’s direction of
travel.
Due to the quick thinking, teamwork and dedication of ECS Rorrer and Officers’ Brann, Quesenberry and Roberts, the suspect was apprehended without incident or injury and the robbery weapon and stolen money were recovered.
The Outstanding Achievement Award for September 2005 is presented for their actions and professionalism in apprehending a dangerous felon.
MADD AWARD  Officer M.H. Fallon
Officer M.H. Fallon received the Fairfax Alcohol Safety Action Program/Mothers Against Drunk Driving award for Excellence in Community Service and Public Safety presented May 2006. The award was given for service to the community in the effort to combat impaired driving. During 2005, he was responsible for a large number of drunk driving arrests made in the City of Manassas Park and maintains an excellent conviction rate.
According to Chief Evans, "Officer Fallon reflects the professional manner in which law enforcement officers are expected to preserve the peace and instill safety within our community and is commended for a job well done".
