The City of Manassas Park, Department of Parks and Recreation seeks a Recreation Program Coordinator who will provide supervision, administration and oversight for Recreation Programming in the Recreation division while adhering to the City of Manassas Park standards. Work is performed under the specific direction of the Parks and Recreation Deputy Director with considerable latitude for independent judgment and action.
Candidate should have a demonstrated record of recreation programming, facility supervision, leadership skills, fiscal management and positive interactions with staff, boards, officials and the public. Candidate must possess the ability to articulate and implement innovative approaches to parks and recreation programming, special events support, and problem solving skills. Progressive responsibility administering recreation programming and supervision experience will be considered a plus for this position, with recent experience in the public or private leisure services, or park and recreation field.

Definition of Position:
The Program Coordinator serves as senior staff responsible for assisting the Parks and Recreation Deputy Director in administering the day-to-day activities of the Recreation division and for implementing the established plans, policies, goals and objectives pertaining to recreation programming. Candidate will possess a professional and comprehensive knowledge of recreation programming and will be skilled in dealing with the general public. The Recreation Programmer will provide professional leadership and judgment in the provision of recreation and leisure services to the citizens of Manassas Park.
Essential Functions:
· Programs – Performs planning, implementation and oversight of recreational programs for the City of Manassas Park, as well as all marketing and public relations for programs developed and implemented.
· Budget and Finance – Assists the Parks and Recreation Director in the preparation of the Recreation division’s budget in accordance with approved budgets and policies, applicable laws and sound accounting principles.
· Personnel Supervision – Assesses human resources needs, within the existing organizational plan and structure and recommends recruitment and hiring of personnel contingent with the Parks and Recreation department and City of Manassas Park Standards. Directs, manages, evaluates and motivates Recreation Specialists so as to accomplish the departments plans and objectives, achieve high productivity and give excellent service to park patrons and the general public.
· Special Events Support – Assist in the planning and implementation of specific special event programs.
Manage Personnel:
· Plan, schedule and direct the work assignments of full-time and part-time employees and instructors in the delivery of recreation and leisure programs
· Maintain employee attendance records and approve/schedule leave usage
· Develop and implement training programs for Parks and Recreation Staff regarding the delivery of Recreational/Leisure services, as requested
· Analyze and resolve employee work problems through application and interpretation of Personnel Policies
· Ensure adherence to fair and equitable employment practices
· Interview and recommend for hire applicants for recreation employment; assist Parks and Recreation Deputy Director with interviews and selection of applicants for recreation employment
· Prepare various personnel and administrative reports including annual employee evaluations
· Enforce all State and Virginia DSS Compliance regulations and safety standards, as required
· Promote high levels of work performance and employee morale
Assist with the development and implementation
· Special Events support to include staffing of various events
· Work closely with the Special Events Recreation Specialist to ensure delivery of all events in a safe and enjoyable manner
Assist with the Management of Costello Park Recreation Center
· Handle patron concerns with sound judgment
· Work closely with Parks Superintendent to ensure the safety and compliance of the Recreation Building
Assist with the Development of the Program Budget
· Recommend program materials/supplies for annual budget process
· Purchase required items and/or services, as authorized by the Parks and Recreation Director
· Track and Monitor expenses to ensure adherence to approved operating budget
Required Qualifications (minimum)
Education: Bachelors of Science in Recreation and Leisure Administration or related field.
Physical: The ability to infrequently lift 50lbs; energy levels sufficient to actively participate in direct activates with large groups for extended periods of time as necessary
Experience: Three years of supervisory experience in the developing, planning, coordination and implementation of recreation and leisure activities for populations ranging from preschool aged to senior citizens; or any equivalent combination of education, training, or experience which provides:
· Considerable knowledge of methods and practices involved in the provisions of recreation and leisure services
· Considerable knowledge and ability to lead activities
· Considerable knowledge of the resources and materials available in the provision of recreation and leisure services
· Considerable knowledge and experience in personnel management
· Skill in the operation of job related equipment
· Considerable knowledge to identify and isolate problems and to initiate work
· Considerable knowledge and experience on computer and office systems, to include Windows XP, internet experience, multi-line phone systems
· Ability to prepare and maintain accurate records and reports
· Ability to interpret and explain Parks and Recreation policies, rules, and procedures to employees
· Ability to deal effectively with the general public, private vendors, and other employee
· Possession of or ability to obtain drivers license; must maintain license with safe driving record
· CPR and FA certified or the ability to possess these certifications
· Availability for call in emergency situations
· Availability to work additional hours during peak operating season which may include evenings and weekends
· Possession for ability to obtain additional certifications, as required
