Job Description


Position:  Recreation Specialist, Preschool Programs (non-licensed)

Location:  City of Manassas Park, Costello Park



Salary: $30,286 - $46,944       Classification:  FT, benefits

The City of Manassas Park, Department of Parks and Recreation seeks a Recreation Specialist who will provide supervision, administration and oversight for the Department of Parks and Recreation’s Preschool Age (non-licensed) programs while adhering to the City of Manassas Park standards.  Work is performed under the specific direction of the Program Coordinator with considerable latitude for independent judgment and action.

Candidate should have a demonstrated record of recreation and leisure programming experience, leadership skills, fiscal management and positive interactions with staff, boards, officials and the public.  Candidate must possess the ability to articulate and implement innovative approaches to ongoing recreational programs and activities and problem solving skills.  Progressive responsibility administering recreational programs and supervision experience working with Preschool Programming will be considered a plus for this position, with recent experience in the public or private leisure services, or park and recreation field. Some evenings, weekends and holidays are required.

Definition of Position:

The Recreation Specialist serves as senior staff responsible for assisting the Program Coordinator with the day-to-day activities of the Department of Parks and Recreation Preschool Programs and for implementing the established plans, policies, goals and objectives pertaining to creation, programming, implementing and maintenance of Preschool Programs. Candidate will possess a professional and comprehensive knowledge of leisure services and recreational program management and will be skilled in dealing with the public.  The Recreation Specialist provides professional leadership and judgment in the provision of recreation and leisure services to the citizens of Manassas Park.



Essential Functions

·       Personnel Supervision – Assesses human resources needs pertaining to the Preschool Programs (non-licensed), within the existing organizational plan and structure and recommends recruitment and hiring of personnel contingent with the Parks and Recreation department and City of Manassas Park standards.  Directs, manages, evaluates and motivates designated staff so as to accomplish the departments plans and objectives, achieve high productivity and give excellent service to park patrons and the public.

·       Budget and Finance:  Assists the Program Coordinator with the preparation of the Programs division budget in accordance with approved budgets and policies, applicable laws and sound accounting principles.  

·       Preschool Programming Operations:  Assist in the direct management of all Preschool-Programs Program operations, facilities (as assigned) and oversees the compliance of administrative policies and procedures to guide day-to-day operating within the Department of Parks and Recreation standards.  Assures the Preschool Programs (non-licensed) are operated and maintained so as to provide the maximum level of enjoyment by park patrons.


Manage Personnel:

·       Plan, schedule and direct the work assignments of designated staff
·       Maintain employee attendance records and approve/schedule leave usage
·       Analyze and resolve employee work problems through application and interpretation of Personnel Policies
·       Ensure adherence to fair and equitable employment practice
·       Interview and recommend for hire applicants for part-time recreation employment; assist the Program Coordinator with interview and selection of applicants for employment
·       Prepare various personnel and administrative reports including annual employee evaluations of designated staff
·       Enforce all State of Virginia Department of Health compliance regulations; OSHA regulations.
·       Promote high levels of work performance and employee morale

       Oversee Preschool Recreation Leaders:

·       Provide administrative support for the Recreation Leader regarding all divisions goals, projects, and staffing concerns
·       Assist in ensuring that the policies, goals, projects, programs are completed in such a way as to provide the maximum level of enjoyment by park patrons.
·       Assist as necessary, with conflict resolution
   
         Required Qualifications (minimum)

·       Education:  Any combination of education and/or experience equivalent to a bachelor’s degree in recreation, childcare, education or related field.

·       Physical:  The ability to frequently lift 50 lbs; energy levels sufficient to work in an active environment on a year – round basis, as required.  

·       Experience:  Two years of supervisory experience in the programming, planning and implementation of recreation and leisure services with a strong leadership background and with considerable knowledge in modern principles of recreation programming; or any equivalent combination of education, training or experience which provides:

o       Knowledge of and experience in supervising personnel
o       Knowledge of the resources and materials available and necessary in the provision of recreational programming
o       Knowledge of methods and practices involved in the provision of recreational programming and implementation
o       Strong analytical skill and problem solving abilities
o       Skill in the operation of job related equipment
o       Considerable knowledge to identify and isolate problems and to initiate work
o       Considerable knowledge and experience on computer and office systems, to include Windows XP, Office 2000, Internet experience; multi-phone systems
o       Ability to prepare and maintain accurate records and reports
o       Ability to interpret and explain Parks and Recreation policies, rules, and procedures to employees
o       Ability to deal effectively with the general public, private vendors, and other employees
o       Possession of or ability to obtain drivers license; must maintain license with safe driving record
o       Availability for call in emergency situations
o       Possession of or ability to obtain additional certifications, as required
