The City of Manassas Park, Department of Parks and Recreation seeks a Crew Leader – 1000 Hour Seasonal who will provide supervision and oversight for the Department of Parks and Recreations Parks division while adhering to the City of Manassas Park employment standards. Work is performed under the specific direction of the Parks Superintendent with considerable latitude for independent judgment and action.
Candidate should have a demonstrated record of parks and/or grounds maintenance, facility maintenance, leadership skills, fiscal management and positive interactions with staff, boards, officials and public. Candidate must possess the ability to articulate and implement innovative approaches to parks and/or grounds maintenance, special event support, and problem solving skills. Progressive responsibility administering parks and/or grounds maintenance and supervision experience will be considered a plus for this position, with recent experience in the public or private leisure services, or park and recreation field.

Definition of Position:
The Crew Leader serves a supervising staff responsible for assisting the Parks Superintendent in administering the day-to-day activities of the Department of Parks and Recreation Parks division and for implementing the established plans, policies, goals and objectives pertaining to maintenance operation of park, school sites, medians, and right of ways. Candidate will possess a professional and comprehensive knowledge of park maintenance and landscape management and will be skilled in dealing with the public. Additionally, the Crew Leader will assist in the implementation of the turf grass management program for athletic fields and formal turf areas and assist in general aquatic troubleshooting, as required. The Crew Leader provides professional leadership and judgment in the provision of recreation and leisure services to
the citizens of Manassas Park.
Essential Functions:
Specific Assignments:
Personnel Supervision – Assesses human resources needs, within the existing organizational plan and structure. Manages and motivates designated staff so as to accomplish the Departments plans and objectives, achieve high productivity and give excellent service to park patrons and the public.
Park Operation – Assist in the direct management of designated park operations, facilities (as assigned) and assists in the oversight of the compliance of administrative policies and procedures to guide day-to-day operating maintenance practices pertaining to parks, school sites, medians and right of ways. Assures the park facilities are operational and maintained so as to provide the maximum level of enjoyment by park patrons.
Special Event Support – Assist in the planning and implementation of specific special event programs.
Maintenance Standards – Assist in the implementation and maintenance of the Inventory Standardization System. Assure inventory is accurate and records are succinct and concise. All maintenance is performed within the assigned preventive maintenance schedule and manufacturers specifications.
Manage Personnel:
Direct work assignments of designated staff.
Maintain employee attendance records and review schedule leave usage for recommendation to Park Superintendent.
Analyze and resolve employee work problems through application and interpretation of Personnel Policies.
Insure adherence to fair and equitable employment practice.
Prepare annual employee evaluations of designated staff.
Enforce all State of Virginia Department of Health compliance regulations; OSHA regulations.
Promote high levels of work performance and employee morale.
Provide administrative support for the Grounds Aide regarding all Parks division goals, projects, and staffing concerns.
Assist in ensuring that the policies, goals, projects, programs are completed in such a way as to provide the maximum level of enjoyment by park patrons.
Assist, as necessary, with staffing concerns
Oversee/Perform Multiple Facilities Maintenance:
Inspect multiple park facilities for possible improvements, needed repairs, general upkeep and/or hazards.
Troubleshoot, coordinate and/or conduct minor to extensive repairs of facility/household electrical, plumbing and mechanical problems.
Troubleshoot, coordinate and/or conduct minor to extensive carpentry repairs/projects.
Determine repairs that should be referred to Public Works or outside contractors.
Implement preventive maintenance programs.
Maintain records of facility maintenance and prepare reports as necessary.
Oversee/Perform Equipment Maintenance:
Oversee/perform vehicle and equipment servicing and maintenance
Operate various types of maintenance equipment.
Maintain records of equipment/vehicle service and prepare reports as needed.
Maintain equipment part inventories
Oversee/Perform Grounds Maintenance:
Inspect park grounds for needed improvements, general upkeep and/or hazards.
Coordinate and lead part-time maintenance employees on special park development projects.
Implement seeding, fertilizing and mowing schedule for all park properties.
Ensure proper maintenance, upkeep and safety of park trails and special use areas.
Implement bed preparation, planting, pruning, weeding and mulching of landscape plants and gardens.
Required Qualifications (minimum)
Education: High School Diploma or G.E.D equivalency
Physical: The ability to frequently lift 80 lbs.; energy levels sufficient to actively work in outdoor environment on a year-round basis, as required.
Experience: Two years of experience in the parks and/or grounds maintenance, to include facility maintenance with a strong leadership background and with considerable knowledge in modern principals of park maintenance standards and implementation, landscaping skills, small engine repair knowledge and considerable experience using various maintenance tools, equipment, supplies; or any equivalent combination of education, training or experience which provides:
o Experience in supervising personnel.
o Considerable knowledge of the resources and materials available and necessary in the provision of parks maintenance.
o Considerable knowledge of methods and practices involved in the provision of parks maintenance.
o Strong analytical skill and problem solving abilities.
o Skill in the operation of job related equipment.
o Considerable knowledge to identify and isolate problems and to initiate work.
o Experience on computer and office systems, to include Windows 98, Office 2000, Internet experience; multi-phone systems.
o Ability of assist in the preparation of reports and records.
o Ability to interpret and explain Parks and Recreation policies, rules, and procedures to employees.
o Ability to deal effectively with the general public, private vendors, and other employees.
o Possession of or ability to obtain drivers license; must maintain license with safe driving.
o Availability for call in emergency situations.
o Availability to work additional hours during peak operation season that will include evenings and weekends.
o Possession of or ability to obtain additional certifications, as required.
o Must have demonstrated writing and speaking skills with the ability to establish and maintain appropriate working relationships with elected and appointed officials, other governmental agencies, corporate and other private sector representatives and members of the general public.
